PRINCIPLES FOR WORKING WITH THE KITSAP BUSINESS COMMUNITY
Kitsap County will provide responsible and responsive public service
1. Use locally owned businesses for County contracts whenever possible.
2. Put in place Best Practices for Permit Processing. Develop goals for DCD application processes to include the following
- Timeline. Identify steps of the permitting process and expected times to carry them out.
- Project tracking system. Know what stage a project is in at any time.
- Accountability for projects. Assign a lead person for each project to assure professional expertise throughout the project.
- Evaluation. Analyze and improve permit processing methods through staff reviews and post-surveys from applicants
3. Offer staff training opportunities such as:
- Cross train regarding departmental tasks.
- Customer service.
- Professional-technical learning (e.g., LID, green building).
- AND, invite applicants to avail themselves of DCD training about application processes
4. Distribute public information about application processes and Best Practices
- Publish information about application processes -- handouts to be available in DCD offices and posted to the web, and additional locations that may develop.
- Provide internal (DCD and other departments as necessary) monthly reports of kudos and suggested “needs work” based on staff reviews and post-surveys from applicants.
- Produce an annual report of Best Practices, staff trainings, innovations and lessons learned.
